Tuvalu is a Pacific mixed common-law/customary-law sovereign Commonwealth realm (independence from UK 1 October 1978) — structurally distinctive globally as the first sovereign state to adopt a constitutional 'digital nation' framework to preserve sovereignty in the face of projected territorial submersion from sea-level rise (Tuvalu Constitution Amendment Act 2023 effective 19 September 2023 entrenched Tuvalu's perpetual statehood, maritime boundaries, and digital-sovereignty doctrine), and as one of three Polynesian states with traditional council-of-chiefs (Falekaupule) family-law authority operating alongside the Westminster legal framework.
