Ross Dependency is an Antarctic common-law New Zealand external territory comprising the sector of Antarctica south of 60°S between 160°E and 150°W longitude (including the Ross Sea, Ross Ice Shelf, Victoria Land, and the volcanic Ross Island with Mount Erebus) — structurally distinctive globally as the only Antarctic claim-jurisdiction administered by a small Commonwealth realm (New Zealand) rather than a major state, and as one of seven national Antarctic territorial claims operating under the 1959 Antarctic Treaty's claim-suspension framework (article IV). Ross Dependency was transferred from UK to New Zealand sovereignty by the Ross Dependency Order in Council 1923 effective 30 July 1923. Ross Dependency has no permanent civilian population — only seasonal Antarctica New Zealand research staff at Scott Base (on Ross Island, adjacent to US McMurdo Station). Family-law framework is theoretical given the absence of permanent civilian population, but operates under New Zealand law applied via the Ross Dependency Order 1923. Parental authority and child custody would in principle operate under the Care of Children Act 2004. New Zealand Family Court has jurisdiction over Ross Dependency matters; final appellate jurisdiction lies with the Supreme Court of New Zealand (since 2003) or historically the UK Privy Council. Ross Dependency is silent on 'parental alienation' as a statutory label. Ross Dependency is a Hague Convention 1980 party via New Zealand territorial extension.
