Palau is a Pacific Island common-law republic in Compact of Free Association with the United States (Compact 1994). Family-law framework operates under the Palau National Code Title 21 (Domestic Relations) drawing on US-derivative common-law substantive heritage via Compact framework and prior US Trust Territory administration. Parental responsibility and child custody are governed by National Code Title 21 Chapters 1-7. The Supreme Court of Palau is the apex court for civil and criminal matters. Customary-law jurisdiction operates in parallel — Palau is structurally distinctive globally as the only state with constitutionally-recognised matrilineal customary-law framework (Belauan tradition).
