Northern Mariana Islands (Commonwealth of the Northern Mariana Islands / CNMI)¶
Jurisdiction code: MP · Legal system: common-law
Language(s): en, ch
Northern Mariana Islands (CNMI) is a Pacific Island common-law US Commonwealth — structurally distinctive globally as the only US Commonwealth Pacific Island state established via 1976 Covenant to Establish a Commonwealth (effective 1986), uniquely transitioning from UN Trust Territory of the Pacific Islands to Commonwealth status with substantial customary-land protection. Family-law framework operates under the CNMI Code Title 8 (Domestic Relations) drawing on US-derivative common-law substantive heritage. Parental responsibility and child custody are governed by CNMI Code Title 8 Chapter 1. The Supreme Court of the Northern Mariana Islands is the apex domestic court for civil and criminal matters; appellate jurisdiction in certain federal questions lies with the US Court of Appeals for the Ninth Circuit. Family-law matters are heard at first instance in the Superior Court (Family Court Division). Customary-land jurisdiction is constitutionally protected via Article XII of CNMI Constitution. Psychology profession is regulated through the CNMI Department of Public Health framework. CNMI is silent on 'parental alienation' as a statutory label; courts operate substantively under the welfare-of-the-child principle. CNMI is a Hague Convention 1980 party via US territorial extension effective 1 July 1988.
