The pattern is structurally significant: similar concerns about under-credentialed evaluators producing influential family-court reports surfaced across common-law and civil-law jurisdictions, with each developing distinct regulatory routes.

1. England and Wales — Re Y [2026] EWFC 38 (apex case-law route)

McFarlane P held that 'permission should not be given for the instruction of an expert psychologist who is neither registered by a relevant statutory body, nor chartered by the BPS.' The named-evaluator (Melanie Gill) approach is operationally significant — directly disciplines individual practice through Court of Appeal precedent.

3. FLA s.121 anonymisation precludes named-evaluator route in Australia

Australian operational distinction: FLA s.121 anonymisation regime prevents named-evaluator case-law equivalent to Re Y. 7. Regulatory architecture maturity correlates

Newer statutory psychology professions tend to operate at institutional-integration level rather than independent-regulator level: - Japan Kōnin Shinrishi (statutory only since 2017): operates via institutional integration. - Ghana Psychology Council (statutory since 2013): operates via institutional integration. - Hong Kong HKPS (voluntary only, no statutory): operates via SIR+SJE institutional dual-track.
